It was formed in 1937, with around two-thirds of the expenses being covered by the WPA. The remainder was paid for by the city.

The park was expanded in 1986 when Measure S was successfully passed. Prior to development, the southern half of the park was a vacant lot (it was formerly the site of Davis's first primary school). In those days, during the early years of the Whole Earth Festival, true hippies would pitch their VW campers there for the weekend of the WEF. For many years, it was also the beginning point for the DHS Homecoming parade. The vacant property was known for years as "The Arden-Mayfair lot" because an Arden-Mayfair was originally intended to be constructed on it. It took the construction of Third & B and the Farmer's Market for people to stop referring to it as the Arden Mayfair lot. Currently, the park's most popular moniker is the Farmers' Market, as there is a large shelter there for the market to take place.

In April of 2006, WiFi was introduced to the park (Instaconnect). To obtain a username and gain access to the service, one needs to fill out an electronic form. Free 24-hour access is provided to guests, but fee-based packages are available to more frequent users. Beginning in the spring of 2006, volunteers began renovating the Central Park gardens. This redevelopment has transformed the area into stunning flower gardens, demonstration gardens, gardens displaying sustainable horticultural practices, and a location for family-oriented events and programs.
